Japan is never mentioned as a possible new member to the nuclear club. Being the only nation to ever get nuked might be the reason. Yet, Japan could build a crude nuclear weapon in about a year according to most estimates. With threats like North Korea and China to worry about, there could come a day when this could happen. Japan would need to figure out how to build a small nuclear device. They would then need to figure out a platform to deploy it. Tokyo would also need to make the weapon hidden so it would not so easily destroyable, like placing it on a submarine. The questions is, would Tokyo do it?

Judging by how much nuclear waste was thrown into fresh water following Fukishima I would say they've pretty much already detonated one.

Most – if not all – of the advanced economic nations could build an atomic bomb and the means to deliver it, especially those with a civilian nuclear programme.

I think Australia, Germany, Japan, Canada and the Netherlands are oft cited as states that could produce a nuclear bomb from a hat before you could say “International Atomic Energy Agency”.

The ability to produce “the bomb” has a deterrent value and you would expect such nations to have some contingency at the bottom of a remote filing cabinet. Any advanced nation can rustle up the delivery system – it’s not rocket science!
