To say that the kid has behavioural problems doesn't really do anything other than blame the child, which seems harsh since it is the parents responsibility they didn't do this in the first place, the parents should all pay the combined total, or at least do everything they can to right what is wrong. I would expect that it would be proper punishment for the kids and their parents.

It is absolutely the parents'/guardians' fault for this. Who lets a 5, 8 and 12 year old roam the streets alone? Bad parents, that's who.
