Ron Paul, GOP and "Rule 38"

Ben Swann takes a look at "Rule 38" in the Republican National Convention rules which states that States and Congressional Districts cannot "bind" their delegates



That appeared to be a question that came up on ATS a lot over the last few months. What about Bound Delegates, the ones who have to flow with the peoples votes for each Primary states regardless of who they personally wanted to vote for.

I just wonder when CNN/NBC/FOX/etc will update their websites to reflect the new Delegates. As of now, it still shows RP with less than 100.

LOL @ the fact that MASS, Romneys home state, is sending 19 Delegates to Tampa... but 16 of them are Paul supporters.

This is now the third thread I've seen created for this single video. It's also been brought up in a number of other threads. Rule 38 does not mean what most Ron Paul supporters are purporting it means. Rule specifically says that states cannot bind delegates through the unit rule. The unit rule is when an entire state's delegates vote for the same candidate based on who the majority of the delegates support. This is not how delegates are bound. They're bound based on the votes of the voters not the delegates. Furthermore, the fact that there are unbound delegates automatically means that the unit rule does not come into effect. In other words Rule 38 has nothing to do with how delegates are actually bound and is thus inconsequential.
