It is an AUS kids film from the 1980 called nutcase with the best song ever in

www.youtube.com...

We put the happy chappy powder in the ker ker koppers coffee
(Happy chappy powder is not what you think it made the coppers act like chickens)
Oh and the woman is called evil eva and my Dad had a crush on her (I now see why)
