Knowledge and Power

As it is the duty/policy of intelligence agencies to infiltrate organisations: some of which are private: does that mean those who run those agencies effectively run everything? I'm just thinking if you infiltrate everything in a country that is of a large size; that may make them the only group of individuals who know the big picture, and this could easily be abused. Does there existence virtually guarantee that they are more powerful than any public or private organisation.

i have always wondered if angencies like the cia could ever truly be controlled by the gov. it seems to me that they would turn into what the machines did in the matrix bc i cant really think of any way to keep that king of power in check and still keep inteligence secret...
