It sounds like you are referring to CFR 14 part 1211. It was enacted in 1969, not the '40s.
Its purpose was to prevent possible infection by extraterrestrial pathogens. It was repealed in 1991 because there was no point.

If you dig through all the laws in the country you will find some really far out things on the books. Someone should compile a list of all these whacko things.

Because it was found that there were no pathogens on the Moon (which is what it was all about). Maybe they'll rethink it when they get ready to bring something back from another planet. Or not.

If one studdies the Qabbala and Evocation they are dealing with multidimentional beings/Angels...aliens.. You can find books on how to do this on the internet, If the law were true...these books would be banned.

Not missleeding anyone...Just following the flow of the topic. I'm learning knew things every day.

So if the aliens are out there..I am avalable on my computer... SO it is against the law then to talk to aliens: NOPE. etc etc.

LOL... That would be so wrong. But the black helicopters and stealth fighters would be there before he landed.

They even got some kind of star wars.. where they shoot at any alien visitor coming into earth area.
