Does our brain have a capacity on how much memory it can use?

It depends on what type of memory you're talking about.
Short-term memory lasts only around five seconds and you can remember seven+/-two "chunks" of information at a time - "the magical number seven."
Long-term memory does not have any limit on capacity.

marijuana does only temporarily affect your brain, or IQ.

If you stop smoking, everything will be normal again.
