hmm - I wouldn't go so far as to claim the witness as lying, although I do believe that the UFO is plausibly a CCD or optical anomaly. The line of sight doesn't appear to be right at the sun, but perhaps close enough for a really bright internal reflection.

Perhaps he had a legitimate medical problem that caused him to lose consciousness, and his fuzzy memory of the event has been replaced by what he sees in the video.
