I hadnt seen that document although if you look at the below document from 1960, it's amazing how much of a difference 7 years makes about the Air force opinion of NICAP or is it just that this is internal and wasnt meant for the public as opposed to the document you posted above...

I love he he descibes NICAP and Keyhoe as a thorn in the side of many governmental agencies..

I just wanted to revise my above reply to you in regard to the document i shared from 1960. In Keyhoe's own words he states he was actually co-operating alot more with the Air Force (after retirement) in the early 50's. However is that document from 1960 is anything to go by then obviously over the next 7-10 years things changed quite dramatically.

In that document the Air Force refers to a Washington Post article, all this is refering to is a private debt collection organisation somehow using a loop hole to claim they are operating on behalf of the government. A law was being planned to stop these types of activites, i will post the article and also the FBI response to the Air Force ( both of these supporting docs are available on the FBI files link )

Sometimes i think the FBI is looked at as deceiving people as well, but looking at some of the history i think it may be deeper than that.

The FBI was doing it's job and acting within it's jurastiction, although it seems the Military and the Air Force was much more devious in many cases.
