i'd make clean water for all mandatory first. then i'd get all the top respected scientists of the world together for a summit on how we could change our way of life from oil dependacy to war to how we are raised and how we learn.
they would create a basis from which we could move on to a simpler yet highly efficient way of life and even have civilization expand into space.
