Yes but would be careful not to dispalce public for nothing if wrong. I think many consider this when sensing..

Point well made.

Took a cousin of mine 18 hours to drive 2 hours when Rita came through. Funny thing is that Rita missed Houston and hit where many had been evacuated to.
