The 9/11 Commission has said that if Bin Laden or Al Qaeda top planners of the September 11 attack had known that Moussaoui had been arrested, they might have cancelled the Attacks.

According to the Commission report, Moussaoui had been selected and assigned by Osama Bin Laden himself. Moussaoui denies any involvement in the 9/11 attack, but he says he is a member of Al Qaeda.
