I wonder who is opposition is cycle after cycle if he's always chosen the lesser evil.

Consider this, his district is populated by a majority of folks who can still tell stories about the injustice of salvery.

Charlie gets elected by following the same tactic as his long time predecessor Hamiton Fish. Think about the story of Robin Hood and the evil Prince John. Charlie gets re-elected by being the most evil rogue that stayes one step ahead of the Sheriff of Nothingham. He bends or ignores the rules to bring funding to his district and spreads it around so he has plenty of support for re-election. Being accused of wrong doing is a reume enhansor. Being found guilty and staying out of jail is rather like a battle ribbon.
