Wtf is that "poo"?

Have you ever considered how expressions like this come across to others?

Kinda looks like welding.

Indeterminable from just your video.

No idea. That thought came throught my mind as well. However, it's late evening, I don't think anyone would be doing this so late.

Dunno whether you're being sarcastic or serious, lol
. My hand shakes, unfortunately, and it's even more visible when I zoom. Anyways, I zoomed out because everything was blurry when I had it zoomed in due to my crappy camera.

Looks very similar to firework strobes (see video)

Albeit longer lasting and larger than the one in the video.

Looks like a cop car with its lights on and they are reflecting off windows or other polished surface.

Good guess, but nah, I haven't heard any police car. I had my window opened at that time (and I still do).
I am not really sure what it was. It could of course be welding, but still, I havent seen any figures or anything. Btw, if you look at the video again, you can clearly see that except for that bright blue/white light there is next to it another one. Smaller one. It appears at 0:04, shines brigthly for a second, then the brightness lowers and stays like that for couple of seconds, then at 0:07 light disappears and then at 0:49 appears again.

Another possibility is a Transformer fire, but they usually make a lot of noise.

welding

Here's a video of welding at night for comparison. Seen from a distance, that could very well look like the OPs video.
