If you are refering to human threats then I agree with you completely.
I can see regular infrastructure falling apart nationwide because of the US government's preoccupation with weapons, but if nuclear weaponry
infrastructure is also falling apart then really, what the hell are they spending money on? In the last couple of years (go back as far as 9/11 too if
you want) we have seen the US Military victimized in ways that should never have been possible given the
trillions of dollars spent to
prevent that very thing.
I think though if you look at history you can see a recurring trend for the US military, one that is possibly recurring right now. There have been
several cases going back to the early days of the nation where due to stubbornness, lack of foresight or just plain arrogance has led the military to
the brink. Right now the military is finally wrapping it's head around small/fast/mobile enemies instead of superpower conflicts.
But that is not the only 'front' that they need to adapt to.
Cyber-warfare is not a concept that just appeared this month; the Military should not be vulnerable. Yes, the threats evolve and improve at a much
faster rate, but speaking as a IT person I can say this should not be a significant problem. The US government
admits to owning computers and
electronic systems that are just mind numbing in thier abilities and are supported by what appears to be a nearly infinite bankroll to ensure that
they always stay that way.
The only possible excuse is corruption.
The studies/reports that were comissioned and funded were never really conducted or were done in such a way that there appears to have been a thurough
process when in fact the money was pocketted and the reports made up from previous work orders and purchasing requests.
If it is UFO's you are worried about...I think you'll be OK.
There is an older sci-fi movie (I can't remember the name) about the
USS Enterprise travelling back through time fully loaded to WWII. The
Captain at one point mentions to a member of the crew that thier one ship could single-handedly win the war for the Allies in a matter of hours.
If UFO's wanted to wage a war against humanity they could have done it at any point over the last couple thousand years. As far as the increasing
number of sightings I am pretty confident it is not thier forces scouting or staging in preparation.
I can't say for sure, but any race able to travel across interstellar space is probably packing some staggeringly powerful weaponry too (and if it is
energy based, they would be 'carrying' an unlimited amount of it). Barring an instant
Death Star type move, a single ship would probably be
more than enough to conquer us without even disengaging the auto-pilot.
In fact, with all the abduction/experiment stories they probably know enough about our DNA to develop a biological weapon that could destroy us with a
single warhead without ever having to deploy forces at all.
