Illegal Immigrant, Death Row Exchange program.

How about this idea:

Lets find a good way of measuring how many illegal immigrants come into America every year, and ship out a proportional amount of convicted rapists/murderers into Mexico and Latin America in exchange for offering the immigrants amnesty.

The numbers couldn't be directly proportional but there could be a ratio, like 1/10 or somewhere around there. Mexico and Latin America will get the amnesty they want us to give and they can reciprocate by taking some of the stress from our over crowded and expensive prison system.

Win. Win.
