Where did my "friend/foe" list go and why can I not select new friends?

So does anyone know where the Friend and Foe list have gone? I went to add someone as a friend earlier and could not find the tab on their profile.
I then checked my profile and my friends list is no longer there.

The friend system is being re-worked, as per SO's comment on page 45 of the Update thread.

Stay tuned, was the response I got
