One could see this from two sides.
First, he doesnt want to be on the chopping block that fell both of his predecessors.
Second, all of that leaked data has taken its toll and now they have to publicly make sweeping changes to their attack plan.
I personally dont care what the reason is as long as the job gets done and they stop killing civilians. War is crazy and collateral damage is to be
expected, but I think in recent years, they have just been getting out of hand.
Perhaps this will also help ease the problems that soldiers are having with their duties. A soldier can sleep knowing he defended, but killing
innocents is one of the problems so many are having while there and when rotating home.
