Russian Spy Swap: How it's Done

Sorry if this is in the wrong thread. Move it if necessary. Did a quick search as well and found nothing, so here it is.

It looks like the 10 captured spies will be exchanged for four captured Russian's accused for spying for the U.S last month.

Are the spy's really that valuable? Or are they just pawns in a game of spy for spy? Seems like a lot of effort to go through; example, the one that took place in 86, that was one Russian for one American. Why ? These spies seem like they are puppets on strings for their own higher-ups.

Maybe the U.S spys got their hands on some really good information and U.S will do anything to get them back to obtain that info?
