NEW YORK - The World Trade Center developer and government agencies that control the site have reached a tentative deal to resolve a 16-month stalemate over rebuilding at ground zero.

The proposed agreement will allow four office towers to be built, although one will be delayed indefinitely because of the poor economy.

The arrangement was announced by the Port Authority of New York and New Jersey following a board meeting Thursday.

I can't help but wonder just how this will turn out ? I am a bit surprised by the article when they says

"The proposed agreement will allow four office towers to be built, although one will be delayed indefinitely because of the poor economy " .

How do you think this will unfold ? Could anything be built that would please a majority of people , or is it doomed to face harsh criticism no matter what is done ?
