You mean a group of elites getting together and making policy decisions that will further their power status is probable? Yes I think it is the only scenario. Fear was used to create higher standards. Fear has been used to justify higher levels of education. Fear has been used to allow elite to dictate many of our current institutions that seem more and more geared for their own survival and less for the peoples survival. I say it's time to challenge every institution, every policy, every law that does not provide a direct benefit to the people. Not through Fear of that something bad could happen...I'm ready for institutions that are erected where actual good is accomplished through their actions. Not the good as in they are protecting us from the potential of the bad. I want real good institutions that realize they serve the people.
