The govt. could genetically alter some humans and pass them off as ETs

Sounds almost like an Outer Limits episode. Is the govt. capable of altering the human form enough to pass the resulting creatures off as some alien type.

I was just thinking about disclosure. If there is a disclosure by the govt. would it be wise to automatically figure some kind of hoax for a political agenda?
