What does 9/11 Have To Do With Chechnya?

I was looking around on the 9/11 issue and got bogged down on the Zacarias Moussaoui exhibits.

A few of these(well, actually many) caught my attention because they mentioned Chechnya.

In April, 2001 Director Freeh got a threat report involving Osama and a Chechnyan rebel leader named IBN KHATTAB.

Supposedly, the Palestinian issue was the sparking point.

Then I found terrorist threat review dated 8/23, 8/27,8/28/,8/30, 9/04, and 9/10 of 2001
and titled " Islamic Extremist Learns to Fly."

On the review dated 8/30 the threat was updated and Chechnya was again mentioned.

If Chechnya was mentioned in these top secret documents, then why was no one from Chechnya mentioned in the 9/11 plot?

Anybody have any thoughts on this?

Here Secretary Powell calls a Chechen leader a threat to US security in 2003. Why did the Bush administration wait till 2003 to link the Al-qeada/ Chechen rebels connection if they had already been made aware of it back in early 2001?

Secretary of State Colin Powell on Friday designated Chechen rebel leader Shamil Basayev a threat to the security of the United States and to U.S. citizens.

Powell, in a notice in the Federal Register, said Basayev, 38, ``has committed, or poses a significant risk of committing, acts of terrorism'' against U.S. interests.

The State Department said Basayev has links to the al-Qaida terror network. Together with Britain and Russia, the United States asked the United Nations to impose travel sanctions on him and to block shipment of arms and financial contributions to the rebels by all U.N. members.

The US listed some Chechen Rebel groups on the US terrorist organization list in 2003. However, this might have been done in order to get Russia's help on backing a UN resolution in Iraq.

The US Government is to add three rebel groups from Russia's breakaway republic of Chechnya to its list of terrorist organisations, State Department officials have said.

The officials said the three groups would be blacklisted as early as next week, which would automatically lead to the freezing of any assets they may have in the US.

Russia, which has long been asking Washington to take action against the Chechen rebel groups, has hailed the decision as a "long-awaited news".
