They look like cell phone antennae. They could also be for a wireless internet provider. Is the building on the edge of town? We'll normally see the
arrays trying to cover all of the local area...seems to me like they're not interest in the full 360 degrees.

The building is the highest one at the edge of town so it makes perfect sense for them to be there.
I sold broadband for 7 years. Those are fixed wireless transceivers and are fairly common in downtown areas. It is an inexpensive method of
delivering internet and point to point connectivity in bandwidth dense metro areas. You can google a company called "airband" to learn more about
this tech.
