Hybridazation vs. Epigenetics!!!

Could someone possibly explain what he means by 'as has been done before" have we already been geneticly modified in the past?

Perhaps it is a sly reference to pre-flood mixing of fallen angels and human famales (nephilim)? Heck if I know.
