The earths most northern shoulder

I was going to ask this on ATS chat but cannot find anyone on chat

2 questions for anyone who feels upto answering.

1 - What is the earths most northern shoulder?

2 - When is the earth most north?

I have some information I am trying to work out before I post on ATS as some of it is in riddles.

I already have my own idea but I am looking for a general opinion, sort of ask the audience if you like only no money involved

I did leave it for a while.

Id appreciate some theories or speculation, I think that jerusalem is the northern shoulder but I have not found out when the earth is most north.
