this is a confrontation over an unwanted septic tank inspection with a man trying to keep an inspector off his proerpty. I researched it and found that the person had permission to enter the property as the permit to add the septic tank included permission to inspect.

Are you saying that is true with respect to this particular man's situation? Was he having one installed? If so, would you please provide the link?
