And this is exactly what Schröder does: He legitimates the Tehran government.

Why? Because he can. He does not need to obey the rules of german politics, he is free to state his opinion. That is:

Teheran has every right to use the atomic energy for civil purpose (german source)

Interesting enough, that Press TV does not mention this statement.
