By the time let's say the orion project were get out Zero point energy to the masses would it be too late? Perhaps by that time wind,solar, geothermal energy and electric cars are prevalent and people would be so satisfied with these technologies and care less about Free energy since we would already be less dependent on fossil fuels?

You will not have free energy or any type of energy that you do not buy from a centralized source.

Even today, they are plotting how to distribute hydrogen fuels though the same technology exists that you could do this at home with the right equipment.. .the same will be for everything else.

There are to many people who make to much money to ever loose control of energy. Anyone who attempts to interfere with this will be bought off or will have an accident.
