Continuity of Government and 2008 Election

Moving away from politics and back into the "alternative" thought process, has anyone considered that if Obama or, less likely, McCain is elected president, and we have a "national emergency," Bush could still suspend the "swearing in of any new president?" Until an "appropriate transition of leadership occurs?"

There had been growing fears, not based on any specific intelligence, that al Qaeda has been likely plotting to attack the United States before the election, or during the transition to a new presidency.
