Domestic Intelligence Service?

During Richard Clarkes testimony at the 9/11 hearings, he suggested, that in an ideal world, the creation of a domestic intelligence agency, not under control of any other intelligence agency, that would track down terrorist cells that are in this country and not infringe on our civil liberties. Clarke then said because we do not live in an ideal world, that a service of this nature be first under the control of the F.B.I. and the slowly allowing it to become it's own autonomous agency.

Do you think that this can really be done without infringing on our rights? I do not know what Richard Clarkes stance is on the Patriot Act, although I like to think he is either not in favor of it or wants a sweeping reform based on his 9/11 testimony.
