Hi Folks,
Can't really see any conspiracy here. The Altas V rocket is used as a launch platform for many missions, it's a bit of a workhorse, from the NRO to
the LRO.
What seems to have happened is that the DOD need to launch a satellite earlier than planned, possibly due to a problem with an existing bird, or a new
threat that needs closer scrutiny not provided by the current network. They asked NASA if they minded swapping launch windows and NASA agreed. It's
common sense that they would then be forced to move the target due to geometry of the moon/earth orbit.
