Certified Structural Engineers (basically the only ones who really have the expertise to analyze this) are listed on a web database:

Many States also list Structural Engineers in addition to just regular Civil Engineers.

Some -- perhaps most -- engineers don't even remotely have the qualifications to pass themselves off as "experts" on this issue. Dr Judy Wood, the "dental engineer," Mr Fetzer, the electrical engineer, are only two obvious examples.

The same goes for architects. Gage, the ae911 founder, seems to have never built anything taller than a shopping mall, so it's hard to see just what expertise he brings to the table.
