Do all flying craft are required to have blinking red/white lights for safety purposes? Assuming they were made by humans?
Can some military craft (except stealth) not have those lights and still glow?

Well I know the f117 and b2 run without till over U.S. soil or taking off or landing...as for "other" craft I'm not sure
