I live in area that is not zoned for chickens but still there are some people in the area who are keeping them. I 'm thinking I could get away with keeping turtles and rabbits.

As long as you kept the noise and smell to a minimum, I doubt any of your neighbors would notice or care honestly.

Rabbits can be kept in a basement as well. Read my post How To Live Well Without A Job.
