Anyone else ever make an HTML application that can access files and system registry?

Microsoft says its powerful enough to do that but what language can do it?

I like to make utilties for games and sometimes it requires to tweak some files or registry settings. The only other thing i have used to make apps is a program called Instant EXE but I dont like that program very much although its better than using C++, hehe.

If you dont know what an HTML app is its pretty much an HTML file saved as filename.hta

You double click it and it launches like an application, it can even have its own icon. You only need IE 5 or greater.
