Showdown with Iran: Government Accountability Office (GAO) deals Blow to Bush\

The GAO concludes, "the overall impact of sanctions and the extent to which these sanctions further U.S. objectives, is unclear." This is also due to the fact that no mechanisms have been developed to assess the impact. The report recommends that the Administration and Congress rectify this, so as to gain a "better understanding" of the impact of the policy. This should be done through a collaborative effort of the NSC, the State Department, Treasury, Energy and Commerce, together with intelligence agencies, to "(1)collect, analyze and improve data on Iran sanctions and conduct a baseline assessment of the impact and use of sanctions; (2) develop a framework for assessing the ongoing impact of U.S. sanctions, taking into consideration the contribution of multilateral sanctions; and, (3) report periodically to Congress on the sanctions' impact."

Interesting in many regards. Second recent questioning of the Bush/Cheney Doctrine, Invade All in the Name of Peace.
I am sure they have totally ignored the GAO in the past but coupled with the recent NIE report a surprising trend is developing, saying no to the Unitary Executive.

Why the change of heart? Well in the run up to the War in Iraq mum was the word. Nobody spoke up or was critical of the adminisration even if they knew there was questionable information being used by the Vulcans. (yellow cake, WMD's, not allowing inspections, etc.) In the aftermath of the War there was a need to blame someone anyone for the lies and mistakes running up to the war. Suskind's One % Dotrine, aside the war president and his core believers were not going to take responsibility for the fiasco. In there haste to deny their role they blamed every government agency with 3 letters.

Now that policy has come home to roost. Government workers are now speaking up against what they know to be lies. Had they not spoken up where would Rambo be in his quest for the sequal to Mission Accomplished. All this would have happened much sooner if America had recall but then that would mean they we actully had a democracy.
