BAGHDAD — Attacks against British and Iraqi forces have plunged by 90 percent in southern Iraq since London withdrew its troops from the main city of Basra, the commander of British forces there said.

The presence of British forces in downtown Basra, Iraq's second-largest city, was the single largest instigator of violence, Maj. Gen. Graham Binns told reporters Thursday on a visit to Baghdad's Green Zone.

It's amazing that the UK can see the simple cause and effect relationship of foreign troops policing an occupied country, but the US can't.

However, even though British troops have left Basra itself, conflict between militias and against the populace is still a problem. There are reports of women being attacked for not wearing a headscarf, for instance.

Overall I suppose it has helped in many ways, but it's important to remember that it's still a mess - essentially it's the least worst scenario (but it's still bad).
