Russia and India to join in moon mission

In current events Russia and India have are forning a joint coalition for Unmanned moon missions this in light of China throwinng there hat in the ring.www.breitbart.com...
Though the point of interest is this Russia's space agency Roskosmos said it had signed an agreement with the Indian space agency for joint lunar exploration through 2017, including the construction of a module that will orbit the moon "for peaceful purposes." This leads me to wonder if there is weight to claims of there already being bases on the moon and this is perhaps a spying opportunity much like having "Weather Satiilites" armed with nuclear weapons.
