Why would you have to switch out the passengers in flight if something else is going to crash into the Pentagon? You've been watching too much Air Force One.

What happened to the passengers? Well, thousands of lives were sacrificed on that day for somebody's "greater good". What's a few hundred plane passengers. You land the plane and whack 'em out or you drug them to the point of brain damage and throw them in some federally controlled mental institution for the remainder of their lives.
