At first I thought stadium lights, but luckily he took a day shot which rules out any terrestrial source. One more thing I noticed - it moves a bit, goes down the trees and comes back up.

Maybe his pal was on that hill in the distance with a big torch?

This is really interesting RSB;

i enhanced an IR still:

It remind me one of those objects of the Tether incident, even because it looks to pulsate.

funny but possible. His pal would need a big search light and throw it directly on his camera from miles away.
I don't think its a ufo or alien ship but I don't know what exactly it is.

One thing I noticed in the day shot was the body of water behind the tree line. Perhaps the light is a flood light of sorts on a boat. That was my first thought on comparing the two. It just seems to be on the water line.

The IR shots are out of focus, thats why they appear like this. Those who use IR frequently should be able to identify the 'signature'.

Is there a railway or somesuch over where the light is?

It looks like one of those 'porta' lights thats used to illuminate a large section of track or road for the workers to work on at night. These are EXTREMELY bright and are on a crane type vehicle which extends the arm up at night and is retracted during the day.
