U.S army wargames document: false flag terror attacks

Uhm, this is a training document that was written by a think tank about how the military could best respond to attacks within the US. It's not anything to do with false flag operations. When the military wargames it has to a scenario, and the scenario in these games was attacks on the United States mainland. To run a scenario properly you need to have a Red Force or aggressor, and a Blue Force or defender. If you bothered to read the document it even said the Red Force elected to stay away from large scale attacks on civilians, and concentrate on direct attacks on military assets. Why would they bother to have a false flag op that would WEAKEN the military that is supposed to take over?
