I know there is an RAF base in chester, thats right next to whales but I don't know about cardiff.

I know Torchwood is based there

Just outside of Cardiff there is RAF Saint Athan, also a BBC article about a defence training academy which is to be based at the erm base.

Torchwood London was destroyed in an episode of Doctor Who, the Torchwood spin off series is based in Torchwood Cardiff, I believe there is also a Torchwood base in Scotland.
