How Long Is Verizons "Temporary Surcharge as Allowed by Public Utilities Going to Last

I just pulled out my Verizon Statements for the past 1.6 years, (I havent looked at the others in storage yet) and I see this "Temporary Surcharge as allowed for Public Utilities" billed twice, once in Basic Services Taxes and Surcharges and a second time in Non Basic Services Taxes and Surcharges.

My question to the Members here is How long IS Temporary????????

While I don't use Verizon, I would think that it would vary from state to state, or city to city.

Also, you may get a more correct response from contacting Verizon directly. But be patient, as the "Customer Service" reps that answer the phones there, aren't exactly "rocket scientist" types from what I understand.
