I think there's a lot of truth to that. I never thought about it in terms of that population or that time limit; but it certainly makes sense.
Even if the sewage processing plant that services your city quits running, you'd still have the time it takes to, um, "fill the pipes" before you
had to dig your own latrine.
Figure that in any survival community, your latrine is as contagious as the the worst latrine in the neighborhood, and you are exposed to whatever the
sickest person has.
In a city, even if you dig a proper latrine, the guys 10 blocks from you haven't been so responsible or clean. And the mice will bring you their
germs in a couple or three weeks . . .
