Does anyone know what's up with all of the mellowed-drama of New Earth Objects again?

The article speaks of an obj. that has a 1/45,000 chance of striking Earth in 2036A.D.
They want to enstablish a craft that will be able to use gravity influencing to deflect the path of these obj.'s.
Why not just supplant about 200-300kg of inert material directly, ahead in advance, and detonate a small charge on or near the inserted material. This would introduce a wobble that would cast the path by about 0.001 traversing, more than feasible.
Of course, I'd imaging with the necessitated need for a large craft with which from to influence by natured gravity, we can expect a large buttdget to get things done.
