Yeah lens flare. They occur from the lens of a camera being in direct sunlight.

For anyone who doesn't know what we are referring to.

All the people etc walking past don't seem to be noticing anything different. If there was something there you'd expect them to notice.

It is continually updated on the site, sometimes there are lots of people, sometimes none. And those things are always all over the place. From the sun.
