Back to the moon?

Nasa has vowed to return to the moon
www.nasa.gov...
But this worries me. The fact they are asking everyone why we should return to the moon i find very suspicious. With the millionares paying vast amounts of money to get closer and closer to space can NASA afford independant proof that going to the moon is just not possible? Somehow i dont think so.
