I propose to make America better that we should adopt a new government. I believe some of you might agree at least partially to this idea.

What I would like to first propose is a change in the constitution...

Too add in the following amendments.

Amendment 1: Prohibition of the use of Petroleum

This amendment pertains to the use of petroleum products as the use of fuel, except for propane, which is solely for the use of an optional alternative to cooking fuel. Instead, we shall focus on Ethyl Alcohol, a clean burning fuel mandated in use for all automobiles by the great Henry Ford.

Amendment 2: All cases in which an individual is accused before the law shall be done in the inquisitorial system. This is because the adversary system creates far more chaos than order in a national state.

Amendment 3: The Legislative power of the United States shall not construe to extend with any suit or dominion over against any of the states within the United States.

That means the United States cannot make laws to simple punish the people within either state of the United States. So we don't have a case against State's rights.

Amendment 4: The United States must follow International laws, unless they go against the constitution of the United States or the Superior Court Justices find them unacceptable and addresses the need of a handicap depiction over such a law to make it friendly and acceptable in interpretation to as a law in the United States.

The Superior Court will be defined later in this thread.

Amendment 5: The businesses within the United States shall remain free from government intervention, but they are subjected to democratic socialism. In which all employees have an equal say to transactions and other business decisions, including the firing or letting off of employees. In addition, every citizen shall be taxed according to his or her income salary and established wealth of valuables and possessions. Those with more wealth shall be taxed greater to insure that the poor are taxed less. The wealth accumulated by the wealthy shall be used for government projects to insure a better society or a more prosperous society and hire workers to insure less unemployment.

Amendment 6: The government shall remain free from any overwhelming religious influence.

That might already be in use.

And now to about the correction of the government system starting with the Judicial System.

The Judical System shall comprise of a Supreme Court divided into a Superior Court and a Lesser Court.

There will be nine districts and each shall elect a Superior Justice. The Superior Justices are elected for ten year terms for as many terms as they can be re-elected.

The first district shall contain the states of Alaska, Hawaii, and united vote from American Territories (Such as Puerto Rico).

The second district shall contain the states of Washington, Oregon, Idaho, Montana, and Wyoming.

The third district shall contain the states of California, Utah, Nevada, Arizona, New Mexico, and Colorado.

The fourth district shall contain the states of North Dakota, South Dakota, Nebraska, Iowa, and Minnesota.

The fifth district shall contain the states of Texas, Louisianna, Arkansas, Oklahoma, Missiouri, and Kansas.

The sixth district shall contain the states of Illinois, Indiana, Kentucky, Ohio, Michigan, and Wisconsin.

The seventh district shall contain the states of Mississippi, Alabama, Florida, Georgia, Sourth Carolina, North Carolina, and Tennessee.

The Eighth district shall contain the states of Virginia, West Virginia, Maryland, Delaware, and Pennsylvania in addition of the District of Colombia.

The Final district shall contain the states of New York, Connecticut, Rhode Island, Massachusetts, Vermont, New Hampshire, and Maine.

These districts may vary if the states decide to do so.

The Superior Justices have the following powers

* to interpret the law and apply it to particular disputes.
* the power to rewrite or redefine laws, but only in a democratic decision between Superior and Lesser Justices.
* the power to determine the disposition of prisoners.
* the power to compel testimony and the production of documents.
* the authority of approving or denying the appointment of Lesser Justices from the President.
* the authority of approving or denying the appointment of additional Lesser Judges.
* the power to over-rule decisions made by lesser justices and judges.
* possess the power to pass Constitutional amendments (by two-thirds majority and with the consent of three-quarters of the states), rewrite Constitutional amendments (by three-fourths majority and with the consent of four-fifths of the states), and erase former Constitutional amendments (by over 50% majority and with the consent of two-thirds of the states).
* possess the power to impeach and remove judges and lesser justices
* possesses the power to declare laws unconstitutional and unenforceable
* possesses the power to determine which laws apply to any given case
* has the power to stop inappropriate enforcement
* has the power to act as a neutral mediator when the executive brings criminal or civil enforcement actions
* has the power to declare actions of the executive to be illegal and/or unconstitutional
* can issues warrants for searches and arrests
* can decide to impeach or remove Senators or Represenatives.
* can remove cabinent members of the Executive Branch from office
* has the power to appoint Lesser Court Justices in the seats of Superior Court Justices that have resigned, died, or been removed from office.

In addition to all of those, the Superior Justices are elected for a term of ten years and serve as many terms as being re-elected.


Lesser Justices have the following powers

* may inact in a court hearing that hasn't been decided upon by the Superior Court is allowed to be conducted by approval from the Superior Court.
* the power to rewrite or redefine laws, but only in a democratic decision between Superior and Lesser Justices.
* the power to determine the disposition of prisoners that the Superior Court has a slight undecisive opinion on and allows the Lesser court to make a decision on.
* the power to over-rule decisions made by judges.
* possess the power to determine the budgets of the courts
* possess the responsibility for confirming judicial nominees
* possesses the power to declare laws unconstitutional and unenforceable that the Superior Court has a slight undecisive opinion on and allows the Lesser court to make a decision on.
* has the power to act as a neutral mediator when the executive brings criminal or civil enforcement actions that the Superior Court allows participation in.
* has the power to declare actions of the executive to be illegal and/or unconstitutional that the Superior Court has a slight undecisive opinion on and allows the Lesser court to make a decision on.

In addition to these powers...

* act as advisors to the decision planning of Superior Court members.
* may substitute as a temporary Superior Court Justice in the time in which a Superior Court Justice allows for justifiable reasons.
* may substitute as a temporary Superior Court Justice in the crisis in which a Superior Court Justice resigns, dies, or is removed from office, with the approval of Superior Court Justices. If all superior court justices have resigned, died, or are removed from office, then the Senate shall decide on approving lesser court justices to take the possession of temporary superior court justices, until the next Judicial Election.

The Lesser Justices are appointed by the President for life with nomination of the Senate and the approval of the Superior Court.

Both types of Justices need to be at least 45 years old, native born in the United States, and have passed an intelligence examination.

Executive Branch

The executive branch shall consist of one president, the cabinent, the two presidential assistant, two vice presidents, and four vice presidential assistants.

The president is elected by a complete popular vote that is stationed and reviewed in each district. Local judges and their departments are brought as the mediatiors to insure that the legitamacy of the election is not rigged.

However if the legitamacy of the election has been rigged then the election for that district shall be monitored by a member of the lesser or by a superior supreme court, which is supervised and monitored by a Superior Supreme Court Justice. This chance of occurance however is very much unlikely.

If there happens to be a tie or a close time of a margin of a one hundred or less votes between candidates, then the state popular election ballots shall decide who becomes president. By this I mean that the voting total from each state shall decide the victor of the presidential election. If the voting turns out to be a tie between states like 25/25, then the Supreme Court and the Senate will decide who shall become president.

The two candidates with the majority of votes that loss will become Vice-Presidents and they serve ordinarily as Vice-Presidents for the remainder of the presidential term.

The president shall have 2 running mates which will become presidential assistants. The same will go for the two leading candidates that become VPs, their running mates will become their presidential assistants.

Each presidential term is 4 years and can serve up to 5 terms.

The following are the powers of the the executive figures.

President

* The power to operate command of government services and contracts
* Possesses the enforsive powers of arrest, detainment, and search.
* Possesses the enforsive power to prosecutes crimes
* Possesses the power to collects taxes
* Possesses the power to appoint lesser justices, cabinet, and department heads.
* Possesess responsibility for negotiating treaties
* Possesses the sole power to wage war and take operational command of the military.
* Possesses the power to veto or approve laws.
* Possesses the power to give the right to veto to Vice Presidents in time of absense, unattendence, or inability to veto or approve laws.
* Possesses the right to refuse to enforce certain laws with the support of both Vice Presidents.
* Possesses the right to refuse to spend money allocated for certain purposes with the support of both Vice Presidents, the Superior Justices, or the Senate.
* Possesses the responsibility for making important national declarations.
* Possesses limited Executive Privledge.
* Possesses the right to use of the bully pulpit to propose and advocate for laws
* Possesses the power to grant pardons to federal offenders
* Possesses the power to over-rule executive decisions made by the Vice Presidents.
* possesses the right to appoint and establish new cabinent members to divide presidential work load.

Vice Presidents

* Possesses the power to appoint diplomats with approval of the President.
* Possesses the right to enact as sole diplomat as chooses.
* Possesses the power to give the right to veto in the time of which the President cannot.
* Possesses limited Executive Privledge
* Possesses the power to grant pardons to federal offenders
* Possesses the right to enact on Presidential Executive Powers that which the President allows.
* Presides as president of either House of Congress.
* Possesses the right to use of the bully pulpit to propose and advocate for laws.
* Possesses the right to ask for the removal of senators or representatives by approval of the Superior Justices.
* May succeed as president, by approval of the Superior Supreme Court.

Assistants of the President and Vice President

* Advices decision planning
* May succeed as president or VP if the Court allows
* Possesses limited Executive Privledge

The Legislative Branch

Only the election for senators occurs alternatively every 3 years. Or should I say since there are two senators from each state that one senator's seat is at grabs three years after the election of the other senator from the same state.

The progress that one senator makes in congress for his or her first three years will determine the election of the other senator in congress.

The following is the list of powers granted to the House and to the Senate.

The House

* Has to right to remove President of the House by approval of the Superior Justices.
* If the President of the House is removed, the House's Speaker becomes temporary president of the house.
* Has the right to ask the Superior Justices to impeach or remove any of the federal officials for "Treason, Bribery, or other high Crimes and Misdemeanors"
* Has the right to ask the Senate to make unified vote on the removal Superior Justices.
* Has the right to elect the president if a decision cannot be made by both the Senate and the Superior Justices.
* Has the mandatory right to declare and justify the passing of bills which must afterwards be went to the Senate.
* Has the mandatory right to review justification of bills passed from the Senate.
* Along with the Senate can over-rule the veto of the President or Vice Presidents with a 3/4ths majority vote from the Senate and a 2/3rds majority vote from the House or a 2/3rds majority vote from the Senate and a 3/4ths majority vote from the house.
* Has the power to nominate a vice president if one of the Vice Presidents has died, left office, or removed from office and there are no more assistant vice presidents to take over the position.
* Has the power to appoint the president if the president has died, left office, or removed from office and there are no more Vice Presidents or Assistant Presidents to take over the position.
* Has the right to ask the Superior Justices to remove members of the Senate.
* Has the right to appoint an assistant to help advice matters and take in the role of sucession

Senators

* Has to right to remove President of the Senate by approval of the Superior Justices.

* Has the reserve power to head the nomination of Lesser Justices

Both senators and represenatives must be a citizens of the United States and must pass an intelligence examination.

Senators must be from the state they represent and atleast 40 years of age. Represenatives must be fromt he district they represent and atleast 30 years of age.
