"vaccine" had worked in 90 percent of cases.

That's what happened to him. The government realised more people wre dieing from his treatment than were surviving, so they stopped him. Now, I know
the obvious people will jump in and say "Oh! The government was taking it for their own because it worked!" No. The doctor was giving the vaccine to
the military, which is the main population the government would WANT to be cured, so why would they stop? They won't make money vaccinating the army
regardless of who is vaccinating them. The vaccine just didn't work, plain and simple.
